Is it possible to change the default person to who a comment raised against a module or artefact is addressed?

Comments raised against a module or comments raised against artefacts within a module are automatically addressed to the person to who the module 'created by' attribute refers. Although it is possible to manually remove this person from each comment as the comment is created, by the person raising the comment, it is very usual for people to forget and also forget to add the person who is actually the module creator/owner. Subsequently the original creator, who may have moved on, died, etc, gets a lot of 'spam' comments about modules with which they are no longer involved, and the desired addressee, the real module owner, may never know that a comment was raised.

I think it'll be better if RDNG has a true "owner" attribute.
