Interpretation of performance measurement from message CRJAZ2284E

After upgrading to RTC 4.0 and running diagnostics on the JAZZ database, we get the following message:

CRJAZ2284E The database performance measurement took xxxx ms, which is slow.  (I omitted the actual time, to avoid possible ridicule).

We know our system configuration is not optimal, and are considering server upgrades in the near future, but we would like to quantify this measurement statistic.  What would be an acceptable number for the performance measurement, so we can determine if our performance is 50% slower, or 50 times slower than what is expected?

JAZZ DEVELOPER
It's an error if greater than 2500 and warning if greater than 1500.
