Writing Custom Policies

On a scale of 1 to 10 how hard is it to learn to write custom policies assuming the person doing it has a good technical background but is not proficient in java or xml yet?

What background is required?

It seems there are several custom policies we need developed and I want to start planning for someone to get up to speed to do this.

Definitely having a Java background would help you a lot. Following the help to build yours policies can help your developer, but most of effort is related to Java.

I vote in a effort around 7 or 8, but it depends of your dev ability to deal with new language.

For my experience the background required is:

Good RAM knowledge including API
Good Java knowledge
Creativity
