SCM Operation: difference between 'DELIVER' and 'DELIVER_COMBINED' ?

 what is the difference between operation names which are seen when info extracted on operation history of Stream. End user in UI sees both operations named as Deliver.  What is the difference to understand better and deeper.

'deliver' operation delivers change sets and 'deliver_combined' operation delivers the baselines and change sets.

Just describing my observation :
'deliver_combined' operation always delivering baselines from Repository to Stream with Deliver action.

If user does replace component with new baseline on Stream then it is REPLACE_COMPNENT.
