Unable to access QM project area
I upgraded CLM from 6.0.1 to 6.0.5.
After upgrade succeeded, I am not able to access QM.
Upon accessing QM project areas, the following error was displayed:
You have successfully logged into Jazz Team Server but you are not authorized to access Rational Quality Manager:
An error response was received from the Jazz Team Server.
Status=400 Message CRJAZ0972I The "com.ibm.rqm.login" operation was forbidden because the "Practitioner" license is currently deactivated.

This looks like that the user is not assigned a Practitioner-Floating license and could be using a deactivated trial license.
That's why you are seeing the "license has been deactivated" error.
Check if current user has been assigned a Practitioner-Floating license.
