How to solve "File system daemon has not been started correctly" error?

When trying to set a different Sandbox using the RTC shell, we often get the following error message:

CRRTC8500E: Server Error: Failed to set current sandbox to "<Sandbox_2>"
Exception type:
com.ibm.team.foundation.service.RestTransportException
Exception message:
File system daemon for <Sandbox_1> has not been started correctly

Once this starts happening, we have to restart the computer to be able to set a different sandbox.
The same errors pops up when trying to refresh or unset the current Sandbox.

Question: when this error happens, is there a way to set another sandbox without restarting the computer?

I am not sure why this exception occurs and probably the log will give more information about the exception.

You need not have to restart the machine to get rid of this error. Go to the Task manager and kill the 'scm' process. There is a possibility that there could be multiple of these 'scm' processes and it is best to kill all of them. When on the task manager kill the explorer.exe and from the task manager Run->explorer.exe.
