Is there a way to complete a change set from the SCM command line outside of a checkin?

We are using RTC 6.0.3 via the SCM command line.  After a series of check ins to a single change set we would like to complete the change set.  I am not seeing a way to complete a change set from the SCM command except for during an actual check in.  The issue is we don't know we want it completed all the time at the point of the last check in.  Am I missing an option that allows this, or do we have to use one of the other IDEs to find the change set and complete it?

Thanks,
Jamie.
