Open your PDF in Word or OpenOffice / LibreOffice, and save it in doc, docx, odt, csv, or xlsx format (note that Excel import was added in a recent DOORS NG release). Then import it to DOORS NG. Or if you are importing into DOORS 9.6 save it in one of the formats DOORS supports (Word or CSV, as I recall -- please check the documentation).
