Compartmentalization in RTC 2?

is it possible in RTC 2.0 to lock down source code in a project but not the workitems?
We have to compartmentalize source into 20 compartments but the teams must be able to work together, so seeing workitems would be useful.

Just what I was looking for -- we'll have to prototype it and make sure it does what we need, but it looks good.
Are there performance implications to this kind of implementation?
