How can I change the comment of a change set if I am not the creator?

 We have tried 'edit comment' option of the change-set from component history by 'JazzAdmin' account. 

But it throws the same error message even for 'JazzAdmin' that "only creator of changeset can change its comment".

the RTC version that we are using V4.0.6.

In RTC-5.0.2, permission to modify the comment of someone else's change set is controlled by the "Source_Control -> Save_Change_Set_Links_and_Comments -> Modify_comment" Team Configuration Permission.   I'm not sure when this permission was introduced, but you could scan the New+Noteworthy sections of the releases to determine that.
