How many WAS instances are allowed in terms of WAS license

CLM 4.0.2 used.
In jazz.net download site on WAS, it says:

Each purchased client license for RRC/RQM/RTC includes a license to run one instance of WebSphere
Application Server to support RRC/RQM/RTC.
===
Does that mean if the user has two RTC licenses(example), they are allowed to have two instances of WAS to support distributed RTC configuration in terms of WAS license permission? The same should apply to RRC and RQM, is that right?
