Is it possible to generate a report which gives the total count of how many testcases are passed and how many test cases are failed within the selected project in RQM?

TCER Listing report.
This will give you the number of test cases passed/failed with respect to any particular test plan.
Alternatively, you can generate a pdf report in 'Test Execution Records' tab under test plan:

Hope this helps!!

There are also reports named Scorecard

I'm looking for a report which only gives me a count of total number of TestCases and its relevant status (Pass / Fail).  Not specific to any Test Plan. The report should list all the TestCases (with Status) present within the project, irrespective of in what TestPlans does these Testcases reside.

Thanks

You may browse the test case results. This will list down all the test case results residing in that project area. You can export this list into a pdf report.
